The Atchison, Topeka, and Santa Fe System Federation consists of 21 separate local lodges across the United States.  The officers and members of these locals are employees of the Burlington Northern/Santa Fe Railroad.  The former railroads that now fall under the BNSF umbrella include The Atchison, Topeka, & Santa Fe Railway Company, The Illinois Northern Railway St. Joseph Terminal Railroad Company, the Hutchinson and Northern Railway Company, The Los Angeles Junction Railway, The Wichita Terminal Association, and The Wichita Union Terminal Railway Company.

Mark E. Hemphill 

General Chairman

Mark lives in Newton, Kansas, and was first appointed to a temporary position as an Assistant General Chairman.  Mark was then elected to his current position by an 11-10 vote of the Joint Protective Board at Scottsdale, Arizona in October of 1990.  Mark has been re-elected three times and also serves as Secretary/Treasurer for Local 2406.

 

 

Gary W. Marquart

Vice Gen. Chrmn/Sec-Treas.

Gary comes to us from Quana, Texas and currently lives in Newton, Kansas.  Gary remains the only Federation officer initially elected to full time service on his own merit and has worked full time in the Federation office since 1998.  The Joint Protective Board elected Gary to his current position at its Las Vegas meeting in October of 2002.

 

Roland G. Davis

Assistant General Chairman

Gene is originally from Missouri, but he now makes his home in Newton, Kansas.  Gene was first appointed to a temporary position in 1993.  Gene was then elected to his present, full time position at the Joint Protective Board Meeting in October of 1994 at San Antonio, Texas.  Gene has since been re-elected twice in 1998 (San Diego) and in 2002 (Las Vegas). 

 

John Garrard

    John lives near Antelope, KS. and was elected to his current position at the 16th Quadrennial Regular Joint Protective Board Meeting in Park City, Utah in October 2006. John was elected to full time service as a System Federation Officer from serving the Brotherhood as Kansas Division Safety Assistant for eight years and also proudly serves as Vice President and Joint Protective Member for Local 2405. Brother Garrard believes we must work towards educating the new employees and  inspiring the seasoned veterans for the benefit of all members of the BMWED.  "We should remember our blessings and recognize our challenges".

Can Local 2405 members access financial information and reports about the AT&SF System Federation such as total assets, dues collected, business expenditures, officer and employee salaries, and expenses paid?

Answer:

Yes, you can!  In fact, you can access the financial information of almost any labor organization on the internet.  Such information is available to the public by federal mandate.  The Department of Labor (DOL) requires annual financial reports from rail and other labor organizations that are called "LM2s".  At present, records of the past ten years are accessible on the DOL website at the following internet address:

Just click on the above link or copy and paste into the address line of your internet browser.  Once the Department of Labor query page has finished loading on your computer, type in 004077 in the File Name section.  Then, scroll down the page to the Fiscal Year section and select the year you want to view from the pull down menu.  Once you have selected a fiscal year, click on the Submit button, and an overview of the LM2 report will appear.  You can view a detailed report of the LM2 by moving your cursor to the Fiscal Year column and clicking on the desired year.  The full LM2 report will then begin to download into your computer for viewing and/or printing.

You will need Adobe Acrobat Reader to view the reports.  If you don't have Adobe Acrobat Reader, just go to the Adobe website www.adobe.com for a free down load. You can easily download LM2 reports once you have downloaded and installed Adobe Acrobat Reader on your computer.

Every labor organization required to submit a report shall make available the information required to be contained in such report to all of its members, and every such labor organization and its officers shall be under a duty to permit such member for just cause to examine any books, records, and accounts necessary to verify such report.
